Minimum Wages for Contract Labours in Assam has been revised by the Assam Government. The Labour Commissioner has published the official Notification on 31th August, 2022 via Notification Number: ALC/41/2004/8264-330 to increase the Variable Dearness Allowance(VDA).
According to the notification, the contractors liable to pay the updated Minimum Wages effective from 01/07/2022. As the notification arrived on 31th Aug, 2022 for previous month the contractor required to pay arrear if any.

How to Take Contractor License/Labour License in Assam?
To engage contractual Manpower in Any Organization first the Principal Employer need to register under Assam CLRA Act. After successful registration, labour Commissioner of the respective district will issue the Certificate copy in FORM II to the principal Employer/Organization.
In FORM II all the details available of the organization like name, address, name of the contractors and the manpower details proposed to be engaged.
To engage contractor, the principal employer need to issue FORM V so that contractor can take contractor license from the respective department/Labour Commissioner.
Contractor now may apply for Labour License via online mode from EOBD(Ease of Doing Business) portal. After successful registration Certificate will be issued to contractor in FORM VI by the Labour Commissioner.
Following Documents required to upload at the Time of online Application:
- Address proof: Aadhaar card, Voter ID, Driving License
- ID Proof: PAN card.
- Police Verification Report or Self Declaration in lieu of Police Verification Report in Annexure II.
- Common Self Declaration Form in Annexure I.
- Fee paid Receipt. It can be paid from
- UBIN Certificate.(it can be generated from EOBD portal.
- Any other case specific documents.
