Atmanirbhar Assam 2023 formally known as Cheif Minister’s Atmanirbhar Asom Abhijan 2023 is a scheme launched by Government of Assam to promote entrepreneurship in the state.
Chief Minister of Assam Dr. Himanta Biswa Sarma has announced the scheme during the cabinet meeting held on 12th September 2023.
The Scheme will encourage entrepreneurship among the youth of Assam and support them in their entrepreneurial journey through monetary and policy support to set up their own business.
Atmanirbhar Assam 2023 scheme greatly help to solve the unemployment problem in Assam where the unemployment problem is acute, is to create youth entrepreneurship through which the unemployed youth are motivated and guided through awareness generation, counseling and training them, helping them in obtain various statutory licenses/permits from different authorities, getting their projects prepared to set up viable enterprises and thus become job creators rather than job seekers.
The “Chief Minister’s Atmanirbhar Asom Abhijan 2023” not only help individual to establish their business but also contribute towards the socio-economic growth of the state, create jobs in the private and self employment sectors in Assam.
Through this scheme, 2 lakh eligible beneficiaries are to be targeted over the next 2 years – 1 lakh in FY 2023-24 and 1 lakh in FY 2024-25.

Objective of Atmanirbhar Assam 2023
Chief Minister’s Atmanirbhar Asom Abhijan 2023 scheme is launched with some specific objectives. The key objective is to enable unemployed youth to become self-reliant by providing them with the necessary resources, guidance, and support. This includes training programs, financial assistance, and access to markets.
- The scheme will facilitate self-employment among educated youth of the state of Assam.
- It will help to generate employment via new venture or expanding existing ventures.
- It aims to create an environment in the state that promote entrepreneur-oriented eco-system in the state.
- It will provide financial assistance to individual to create new enterprise or to expand existing enterprise.
- It will specially focus on strengthening the rural economy of the state.
- It will increase the seed capital amount through bank linkages where feasible.

Beneficiary Coverage under Atmanirbhar Assam 2023 Scheme
Under Chief Minister’s Atmanirbhar Asom Abhijan 2023 benefit is differentiate in 2 package i.e 2 Lakhs package and 5 Lakhs package where 50% will be Grant and 50% will be interest free Govt. Loan.
And financial assistance sanctioned in 2 equal installments.
Under 2 Lakhs Package Post Graduates, General Graduates, ITI, Polytechnic Pass out students, Diploma Holder in Technical courses, Matriculate (General Category) and up to class X (ST/SC/OBC) will be included.
Under 5 Lakhs Package Degree Holders in Professional Courses like MBBS. BDS, Engineering, Fisheries, Veterinary and Agriculture etc. will be included.
Eligibility Criteria of Atmanirbhar Asom Scheme
The beneficiaries under Atmanirbhar Asom Abhijan should meet the following criteria:
- Applicant should be permanent resident of Assam.
- Applicant age should be 28-40 years for general category and 28-43 years for SC/ST/OBC category.
- Applicant Minimum education qualification is matriculation for general category and up to class X for SC/ST/OBC category.
- Applicant should have a schedule commercial bank account opened before 31st December, 2023.
- Applicant should not be defaulter for any loan taken from any bank.
- Only one member from any family shall be eligible.
- Applicant should be registered with Assam Employment Exchange.
- The applicant should possess skills, experiences, knowledge, etc., to undertake the income generating activities.

Documentation under Atmanirbhar Asom Scheme
Applicant must have and required to produce the below mentioned documents to apply and become eligible under the said scheme:
- Identity Proof (PAN/ Driving License/ Passport/ Bank Passbook/ Aadhaar/ Voter ID Card).
- Address Proof like Electricity bill, Land documents etc.
- Education Qualification proof.
- Other technical qualification proof.
- Employment Exchange Registration Card.
- PAN Card.
- Bank Passbook or Cancelled Cheque.
How to Apply under Atmanirbhar Assam 2023 Scheme
Interested eligible individuals may follow the below process to apply under Chief Minister’s Atmanirbhar Asom Abhijan 2023:
| # If the applicant is a first time user, he/she needs to click the Sign-up Tab provided at the top right corner in this page and then provide the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password. After successful sign-up on the portal, the applicant can register for the scheme. |
| # To register in “Chief Minister’s Atmanirbhar Asom Abhijan”, applicants now need to click the Scheme Register button and login to the account using his/her credentials. |
| # Applicants have to fill up all the necessary details, upload required documents as applicable. |
| # After successful submission an acknowledgement slip is generated along with a reference number, with the help of which an applicant can track the status of the application. An SMS and Email is being sent to the applicant. |
| # An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no. |
| # In case, if there are any discrepancies or mismatches found in the online application, officials will make a query for the same to which the applicant needs to respond and make the necessary corrections in the online application. The applicant will be notified about this over SMS and Email id by the concerned official. |
| # If the applicant is found eligible the same will be notified to the applicant over SMS and Email. |
Application Process under Atmanirbhar Assam 2023 Scheme
Online Application process has been started from 08th December, 2023 to 21st January, 2024. To process the application candidate need to complete the simple process online after log in to their account using the log in Id and password they have received during the registration process.

Next Steps after Completion of Application process:
Skill Based Training: After successful submission of the application, shortlisted applicant/beneficiary will get the financial assistance but before that the eligible beneficiary have to undergo 1-month training in selected educational/ skill training institutions for enhancing entrepreneurship, management and accounting skills. During this period, Rs 10,000 shall be granted as stipend to participating beneficiaries.
After successful completion of the training programme, amount of financial assistance will be provided to continue and upgrade the existing business model.
