National Employability Enhancement Mission (NEEM) explained in details

National Employability Enhancement Mission (NEEM) is a Regulation/Employment Scheme started by Government of India in collaboration with All India Council for Technical Education.

Objective of the National Employability Enhancement Mission

The basic objective of NEEM scheme is to offer or create practical training based job for the person either pursuing graduation, post graduation or any other technical or non-technical diploma course to enhance his or her employability.

The NEEM scheme also benefited for the person who has left or discontinued his study after 10th to enhance his employability through on the job training under the said scheme.

Who Can Engage NEEM Trainee?

Any Society/Trust/Company registered under section 25 of the Companies Act 1956 or section 8 of the Companies Act 2013 or relevant Act may register themselves as a NEEM facilitator with AICTE. And NEEM Facilitator can engage student or trainee under NEEM scheme under registered companies or industries for the purpose of providing training.

Criteria to Engage NEEM Trainee for NEEM Facilitator

NEEM Facilitator should have turnover shown as below to engage NEEM trainee:

Eligibility of the person Engaged as NEEM Trainee

  • The age of the person engaged as NEEM trainee shall be at least 16 to 40 years as on the date of Registration.
  • A person seeking training under NEEM may either pursuing graduation, post graduation or any other technical or non-technical diploma course or person who has left or discontinued his study after 10th.
  • The person should have the physical standard as prescribed by NEEM Facilitator.

Condition of Contract between NEEM Trainee and NEEM Facilitator

  • A contract shall be signed between the two parties mentioning all the relevant terms and condition.
  • The NEEM training shall be deemed to start from the date mentioned in the Contract letter.
  • The NEEM contract shall not be either an offer of employment or guarantee of employment.
  • A stipend will be paid to the NEEM trainee during the contract period and no deduction will be made on the stipend for any social security scheme.

Period of Training under National Employability Enhancement Mission

The training period under NEEM shall be for a minimum 3 months and a maximum 36 months and the training must be NSQF compliant.

The duration of the NEEM training may depend upon the nature or type of industry or trade where the NEEM trainee’s are engaged and depend upon the sole desecration of the NEEM Facilitator.

Termination of Contract

  • The NEEM contract shall comes into end after completion of the training period.
  • Either party NEEM Facilitator or NEEM Trainee can terminate the contract by giving 30 days notice period.
  • NEEM Facilitator can terminate the contract if the NEEM trainee involved in any unlawful activity or break the terms of the contract.

Trade or Industry under National Employability Enhancement Mission

  • Food Processing.
  • Building and Construction.
  • Handlooms and Handicrafts.
  • ITS or Software Service.
  • Tourism Hospitality or Hotel Industry.
  • Healthcare Service.
  • Any Other Industry prescribed under the NEEM.

Salary or Stipend of NEEM Trainee

NEEM Trainee is entitled to get a monthly stipend which shall be the prescribed minimum wages of the state for unskilled workers.

The Stipend will increase by some percentage after completion of every training year.

The Stipend provided without deduction for social security scheme like provident fund and ESIC. As trainee under NEEM shall not be entitled for any social security scheme.

Post Training Support to NEEM Trainee

  • After completion of the Training, training completion certificate shall be provided to the NEEM trainees.
  • All NEEM Trainee who complete the training program and reach the minimum threshold in the examination shall be issued a Training Skill Assessment Certificate that helps the trainee to get a job in the similar trade after completion of the training program.

Summery on the National Employability Enhancement Mission

  • NEEM scheme doesn’t means permanent employment opportunities for job seekers.
  • Companies may benefited with the implementation of the NEEM project as they get the workforce without spending much.
  • NEEM trainees get the required technical or in the job training according to the trade at the same time they earning.
  • NEEM trainees may get better job opportunities after completion of the training program.

The NEEM scheme comes to an end in the year of 2019. The AICTE has withdraw the Mission without revealing the exact reason.

After end of NEEM Project, National Apprenticeship Promotion Scheme (NAPS) takeover the place of NEEM. We will discuss separately on NAPS in our next article.
